The Jefferson Scholars Foundation National Fellowship 2023-2024 is a Ph.D. award for overseas candidates that are completely funded. Like other National Fellows, the Business and Politics Fellow is matched with a distinguished scholar in the fellow’s field who will act as a mentor and give crucial assistance during the year. The Fellow also attends sessions in the autumn and spring to learn how to reach a wider audience.
About the Foundation
The Jefferson Scholarship was founded in the United States as a full-merit scholarship. It was established at the University of Virginia and is regarded as one of the most distinguished scholarships in the world. The scholarship, named after Thomas Jefferson, a founding father of the United States, gives four years of full-fledged study at the University of Virginia.
In addition to tuition, books, and room and board, the scholarship gives funds for summer enrichment, independent research, and study abroad. Each year, around 30 scholars are chosen from a direct applicant pool of 6,000 nominating schools, each of which can propose one student. There have been 22 Rhodes Scholars and Marshall Scholars, as well as Pulitzer Prize winners and others.

Eligibility for Jefferson Scholars Foundation National Fellowship
The following requirements must be satisfied by applicants to be eligible for the Jefferson Scholars Foundation National Fellowship:
- Languages necessary: English
- Every country in the world is eligible.
- The applicant must be a Ph.D. student who plans to finish their dissertation by the end of the fellowship year. This fellowship is not a post-doctoral one. Applicants must be non-citizens of the United States.
- Two conferences—one in the fall and one in the spring—must be attended by each Fellow. The academic communities at the Jefferson Scholars Foundation and the University of Virginia can hear about new research and findings at the conferences. It is possible to get input from mentors who are also present at the spring conference, in particular.
- Both conferences’ expenses are covered by the Jefferson Scholars Foundation.
- Except for the Jefferson Scholars/Hagley Library Dissertation Fellowship, all Fellows are encouraged but not obliged to reside at the Jefferson Scholars Foundation (which requires residence at the Hagley Library during the academic year). All Fellows, except for the Jefferson Scholars/Hagley Library Fellow, will be provided with an additional stipend of $1,500 to cover their travel and housing expenses for the spring and fall conferences.
- No matter where they live, all Fellows are expected to engage with and contribute to the Jefferson Scholars Foundation’s interdisciplinary community.
How to Apply
The following items make up the application, which must adhere to the word or page limits specified:
- The applicant’s profile sheet
- Describe your dissertation or book (1,200 words), state the thesis, explain how it advances or revises existing knowledge, and explain how or why you chose this particular topic.
- Editorial or blog post (750 words) – a blog post that relates a key finding from your research to a contemporary public policy issue that has been published or is an example of one (like those on Slate.com or in the New York Times).
- Bibliography (3 pages) (3 pages)
- Personal statement (2 pages)
- One chapter from your dissertation, with a one-page introduction that places the chapter in the context of the larger project, or an accepted/published journal article, should make up the writing sample (40 pages at most).
- TWO recommendation letters (one of which must be from your advisor). Recommendation letters can be requested as part of the application process or emailed directly to the Selection Board at nationalfellows@jeffersonscholars.org.
- No matter where they live, all Fellows are expected to engage with and contribute to the Jefferson Scholars Foundation’s interdisciplinary community.
